I implemented this with the RTLSDR library, CSD, and a really cool Python Application called OpenWebRX. Please wait for the signal waterfall display to start and an additional 20 seconds or so for the audio to start. This application is  running on a Raspberry PI 3+.  I plan on building on this code to allow bookmarks of favorite stations where visitors will be able to save the station they listened to. This is part of a larger project.
